I think it would be cool if every now and then there is a small chace of a dragon spawning in a zone and wrecking havock on everything there. Maybe even carry people off to different zones.
 
I always liked the idea of a tough werewolf as a super rare spawn in a bunch of zones, since they're featured in the game world but afaik don't occur anywhere naturally.. it could have a cool quest item or something..
 
I think the idea of adding super rare spawns of any type of mob in most any zone is a cool idea, in general. Doesn't need to be something 20-30+ levels higher than what is normally in the zone. Could be lower, even. And doesn't have to drop uber loot, either.
 
That one giant centipede in the Barrens use to be a fairly rare spawn and I loved kicking the snot out of him anytime we could get him to spawn in the zone. So yea Id have to say adding rare spawns, especially interesting mobs like that one that roam a good portion of the zone, definitely adds some spice to the experience of hunting in those zones.
 
And it wouldn't be so bad with the exp penalty either. I would mind going into debt because a demon or somthing landing infront of me and whooped my ass. Hopfully i would have enough time for a screen shot but i doubt it.

Or just watching something whoop another group while I am running to the zone would be fun. Or ending up being carried to some remote zone where I would either die or have a neat trip finding my way back.

This may not be as much fun for the uber level people but for the lower to mid level guys it would be an interesting change from the easy life we live.
