I don't think shaman generally get to wear robes because the graphic doesn't work for most races that get to be a shaman

ya , just seems like i've seen a few bst's w/o chest graphics before, yet they are also on the list as they pointed out. seems like shm's were left out, o well.

that could just be one of the chest graphics, usually the robe shows up as a plain shirt of whatever color the robe is. Like this one looks like a red shirt instead of a red robe.
 
No answer as to why it doesn't let shaman wear it, but Froggies and be shaman too. Frogs get a robe graphic. Shaman can wear the Robe of Swirling Light from DHK, (so there are shaman wearable robes). Anyway, just food for thought, not really an answer at all.
