You can use it from the inventory by right clicking it.
 
It's a single target mez for 5 tics, max. level 40 according to spellparser. And you should be able to use it since it's all/all. Class none means that this spell doesnt exist as a spell, only as clicky (I guess).

Edit: as for the charges, if the item descreption is complete, no. it would say so.
 
Uh, brasileira, if ever you come back to this thread... it's best not to delete your question once it's been answered. Other people can benefit from it too.
