Is this supposed to be a damage shield or a reverse damage shield? The parser currently lists it as regular DS with a host of bad stacking issues, but it is flagged detrimental. I've been guessing it's supposed to be a reverse DS.
If it is a reverse DS then some of the numbers might need tweaking. In order to be as much damage per mana as condemnation (non-crit), and assuming it ticks for the full 36 seconds, a mob is going to need to deal damage 112 times, or just over 3 times per second. This seems rather high with the exception of rampaging and phantom striking mobs. Even if it's only intended use is on those kinds of mobs, it's still only slightly better than casting a nuke.
Compared to brazen bull it seems pretty weak
Bull: 190 mana 1 second cast 4 second recast -75 fire adjust -75ac 14 ds duration 2 mins
Brand: 450 mana 4 second cast 7 second recast -50 magic adjust 22 ds duration 6 ticks
Also I was sad when deific brand wasn't a new hammer.
