Debuff stacking issue

The ranger proc from quiver of the sun has a blinding component and since it is lv 65 it overwrites all paladin blinds and prevents them from being able to blind until the debuff wears off. I realize rangers can use a weaker quiver proc but I would not want to hinder another class in this way. I'm wondering if you could simply make them be able to overwrite each other like blind/ae blind/blind.

that would probably mean you would get the added aggro of clipping a blind (not sure of it adds to other characters). If so this might not be the solution you want.
