Dark Crystal Bastard Sword

I was just wondering why the proc onDark Crystal Bastard Sword only does about 60 damage.
You can't equip the sword until level 50 and then it doesn't proc until 55, and at that level I would expect it to do more damage or debuff the enemy or something.

I see, well that makes sense I guess, I bought it for 800pp and I don't know where it drops but I'm sure someone else can answer that part.
