Dal Dannan faction quest for the Newport Rogue Guild

I'm a Vah Bard and wanted to work on lockpicking, so I followed the quest given by Dal Dannan to make me freindly with the Rogues guild. After handing the letter to Maltar Crow, I got a faction adjustment and he told me to talk to Anlir Bloodscalp. Anlir conned threatening to me, but I figured it was part of the quest. Alas, no he beat me down pretty fast.

Is my faction bugged, or is it working as intended and I should find another place to buy lockpicks?

My character is Timba, lvl 60 Vah Bard.

This quest has been bugged for Vah since they came out. I remember posting about it but apparently it was never looked into.
