Ice gouge is currently 15+3/20 letting it get a pretty high ratio, I dont believe this has been changed either. It was always a pretty terrible dagger before this change and if that could be considered it would be awesome 
Resonant icicle is another offender 14+1/17 although thats not too bad considering orator isn't a total joke.
Twilight rapier(17/21? i forgot already) seems to be higher then stone etched dirk(16/22) from powater which issyduck:. Parcelain dagger is 16/26 which is syduck: too
I remember seeing a trippy piercer from pofire vahliad too that had a good ratio if i remember.

Considering twilight rapier is from 3.1 which can be beaten by any well set up group of 65's in purchasable gear and a 100+ aa's it bothers me that its comparable to the raid daggers. Yeah it takes effort to get it to drop even more so that hes perma camped for vah but should it really be comparable to or better then the water/entropy/valor daggers.
Also thank god bonded blade got a nerf, always drove me insane that you could purchase the best dagger that made all the 16 damage ones useless.

First thing I thought when this happened was oh fuck, sharp little claw will be awesome, then I realized it was slashing, and immediately stopped creating a rogue to get it.

As for Dagger of the Chosen, it's 10/12, but seems to be doing far less BS damage (used to be 17/## i forget, you all know it) but of course more DPS over time, though i havn't parsed. If the change is meant to make ratio the prime factor in BS damage, surely i should be doing more or the same BS damage as before- spent a few hours in rust and highest BS i was was maybe 2k crit as opposed to 3-4k crits. ~ Playing on Kiang.
