Custom Character Textures?

I recall about maybe 7 months ago or more someone posting a rather well-made retexture of the female Dark Elf leather set.

I was just wondering if it's possible, client side, to change the model textures, and if so, how to do it?

And is there any sort of web archive of these retextures? Or was this one thing happening just some sort of crazy fluke?

Or is the whole thing an impossible server side change? I'd just like to know more about it.

when you strike stuff out, it is terribly hard to read
