I was talking to the CoI Elf in thurg and when asked for advancement he said to go underhill as Councilor IX is the only one that can promote me to full Councilor. So I go to underhill and hail him but I get nothing. I handed him the aug and he just gave it back. I have the Council researcher's badge. Am I missing something or is there going to be more added in?
