Continuing Blackscale Quests from Heartland

Was fortunate enough to get the Warriors Mark from the Blackscale in Heartland last night, and when I ask for more tasks, I am told to seek out the other sects of blackscale in kaladim, greenmist, and OSM. So far have been to Kaladim, and hailed the leader of the blackscale there, along with the brothers, sisters, and guards, to no avail. Do I need to do something specific to continue climbing the blackscale ranks, or is it not implemented yet? Are the other zones implemented?

I told Xeldan in DB chat last night, but it bears saying again, him and his team did a wonderful job with Heartland, I had a lot of fun there.
 
Getting the three factions fleshed out further is one of my top priorities, so it'll be coming soon.
 
Is this ever going to be implemented? The Admin said it was one of their priorities, but that was about a year ago? It just seems like we are left hanging...
