Connection Issue. Opinions?

Okay, last night I used my second login account to create an account for my wife. We enjoyed a nice night of running around Greater Faydark and being able to play EQ together once more. After a while, we shut things down and went to bed.

I ended up getting back up due to insomnia (a semi common accurance for me). When I got back up, I figured I'd activate my third login account and attempt to two box. I created the third login no problem. Logged in with the second computer using said account with no problem. Then I tried logging in my primary account on my primary computer and got a 1017 error. I started troubleshooting and couldn't figure out why I kept getting 1017 each time I tried logging in. I even camped out with the second computer and switched to my wife's account, but stilll got 1017 when trying to connect with my primary computer.

After a bit more troubleshooting, I shut down EQ on the second machine and brought it up on my primary only.... and I connected no problem. Feeling elated, I started up EQ on the second box and logged in with the new account. And got 1017. I've pretty much got it figured that I can only log in with one computer/account at a time. Except that I can log in with both if I time it correctly. But now IF I get them both on, I suffer horrible lag. I also managed to get both computers on with minimal lag with both accounts starting in the Erudin Palace (a low population zone).

To me, this all screams that my ISP has narrowed my bandwidth, yet Downloading, web-browsing, even web-browsing on one comp while playing EQ on the other stilll seem to be running at the same speed.

Anyone with a little more understanding of Interenet connections able to somewhat varify my assumption that my bandwidth has been narrowed? Or might there be some other problem that I'm not aware of?

I'm using a 56k connection, btw, and have been through the technical aspects of my ISP. They have a limit on hours per month, but I haven't found anything on a limit on bandwidth usage.
 
Well shave my head and slap a sticker on my forehead that reads 'Noob'.

On a whim, I dived through the EQ folder on both comps and checked their datarates. My primary computer was set to 3.0 while the secondary one was set to 5.0. Dropping the secondary to a 3.0 as well has solve my little dilemma and seems to have smoothed out some of the lag issues.

Edit: Scratch that. This fix only worked for as long as it took me to zone into the Mistwoods. I tried dropping both datarates to 1.0 which allows me to get one account into Mistwoods, but not both. Back to the drawing board for me.
