Complications with Complications (the quest)

I cannot get the a Rujik diplomat to speak with me. Or any of the orcs for that matter. Someone suggested a certain phrase I might say to them, that did not help. My journal seems to have updated correctly. The three orcs spawned when I entered the area they were supposed to (and I received two emotes to indicate this) but the diplomat only tells me:

'I shall only speak to the pre-arranged diplomat. No one else.'

*Edit: Resolved: There was no indication that I hadn't spoken with the Scout (Thought I had before I camped last) and Brother let me proceed without having completed that step.
