Combat Abilities window not showing up?

I have a problem where, whenever I press the Combat Abilities button on the menu bar, it never shows up. I know I pressed it correctly because it becomes orange, like all the other windows I have enabled. It's broken whenever I EQW, or vanilla EQ. All help would be very appreciated.
 
I think the combat abilities window (the one with sit, attack and things) can be brought up with alt+m, alt+a... then the rest in self-explanatory.
