The gnoll priestess in Starfall, for the COI quests, says "... you are not yet of that rank. Please return as soon as you are..." after I completed the Until Death Us Do Part quest. I think this might be because I handed in the priest staff AFTER I hit Council Senior Assistant status (I forgot to give the staff in before I upgraded status).
So therefore, the next quest (Mercy) in East badlands isn't starting for me. The gnoll priestess there just says I am busy waiting for someone.
