cleric wandering staff

this staff is right click a lvl 1 heal, curious if we can up the lvl of the heal on the staff just becuase u have to wait till like 20ish to click a lvl 1 3 second cast time spell which makes the proc completely useless. Moving up the lvl of the spell would be very helpful or moving down the lvl requirement it takes to click it.
