Clarification regarding stats: Base damage

Hi all - bit of a newb question here. I have https://wiki.shardsofdalaya.com/index.php/Sand_Lord's_Trinket on my character and although the wiki doesn't state this, the item shows "skill: 1 hand slashing" and it also shows that it gives base damage. (not home now but I can get a screen shot of it if it helps) Does this mean it only applies the base damage only applies to 1 hand slashing? Also, how is base damage calculated? if I have an item giving 5 base damage does it add 5 damage to each hit, or does it add it to the DMG of the weapon before the ratio is calculated?

I believe the base damage number indicates the growth level of the item here. Using the #itemexpreport command will show the item's growth as it gains experience.
