Clarification on Control Enhancment Changes

So on the new update it says that the new control enhancment upgrades will do 2% per rank, as opposed to the 5% Swarm Mastery does; but my understanding was that Swarm Mastery was a 10% enhancment which ends up increasing the slow percentage by 5% on spell that was initially 50%.

So does the control enhancment enhance the slows by 2% per rank or does it increase the percentage slowed by 2%? i.e, would control enhancment 7 increase the percentage slowed by 14%, making a 50% slow a 64% slow, or would it enhance the 50% slow by 14% making it a 57% slow?

Swarm mastery is a flat +5% slow. Charm is +2%. Charm enhancment three (which is the best that exists atm afaik) is +6%.
