Vah Shir are not available on SoD. This is a choice of Wiz, and it will not change. (I am sure TM had to twist Wiz's arm just to get the mask in the game.)

The easiest way to climb a ladder is to look up (using your mouse) and then run forward against the ladder. Some are harder to climb than others, but for the most part, this technique should work.

in particular ladders with uneven rungs can be challenging, strafe back and forth as you run up the ladder to counter this, but mind you don't run off the side on skinny ladders
