Chat issues / packet loss

Recently decided to attempt a casual return to SoD, with a new computer and some free time I'd like to spend.

The problem is, on this new computer, every line of chat is seemingly cut in half, no matter what chatfontsize I set or game resolution I use. I changed from the default UI, which had this problem, to a custom UI I've used for years on SoD, which also continued this problem. It's not a huge deal for actually playing, but it makes it impossible for me to actually attempt a conversation with anybody. Has anybody come across this before?

Another problem. I was in a Citadel of the Claw group, and every time I cast Circle of Soothing, I would drop packets and be unable to do anything for anywhere from 10 to 30 seconds. It was only Circle of Soothing, every other spell was just fine. The problem was lessened for some reason when I was in druid AA Earth form, but its unrealistic to have to use that anytime I want to use my group HoT, especially considering its broken by AoEs. Suggestions?
 
I have had the issue of cutting off words, when I miss stuff, I just stretch it out to read it, then resize it back. Personally, only have this issue with /ooc & /auc, which are in their own window I keep minimized 75% of the time. Then again, I have a separate tell chat window (I don't use the tell pop up boxes), /ooc/auc window, /gu/raidsay window, damage window, etc. Maybe try a couple different chat boxes if it's just happening in one?

As far as druid heals, I haven't seen any issue with them whatsoever. And I've been on exp grind for the last few weeks, as well as the fact I raid a couple times a week. Was actually duoing maps with my gimp rogue yesterday, so Circle of Soothing was up 95% of the time because she sucks. Maybe delete your spells.txt & repatch it? No idea why it would be acting up.
 
Let me see if I can take a picture of my UI, with a few different chat windows open. It actually happens to to every window I try unfortunately.

I'll try deleting that file, hopefully it helps.

If you can resize that and blow it up, you'll see its chat everywhere on the screen, text boxes, spell names, character name, the silly actions menu thingy, even the hotkeys.
