I know it's not petitionable, but is it doable to move a mid-level or upper-level character to another account?

Possible yes, but it won't be done. Bit of a shame for the legit people who didn't know of the crash-on-zone issues when creating characters. I've always thought it should be really clearly stated/warned... maybe it is now. I had my clr/rng split a long time ago (when they did splits), and thank god. My GF wasn't so lucky and has her port bot on the same account as her main... Luckily, I guess, her DC toon is on another account already.
