Can't Purchase Fish Oil from Athica or S Newport Vendor

I'm not sure if this is a bug, but I have tried purchasing Fish Oil from the Vendors in Athica and Southern Newport with no success. I have tried 2 different characters, They both have empty inventory slots, and empty spots in bags that can hold Huge items. They both had over 100 plat on them, they both conn'd indifferent or better to the Vendor in Athica, and one conn'd amiable to vendor in Newport. However when I got to purchase 1 or more fish oils, It fails to make the purchase. I don't recieve and error message or any response from the vendor. I can purchase other items from the vendor, just not fish oil.

Has anyone else seen this problem? As a work-around can anyone sell me 15 fish oils?

My two chars that are haveing this problem are
lvl 65 mage Kieta
lvl 65 Necro Somun

Buying daggers = buying fish oil

Never would have thought to try that. Now I can continue with my SC Trader pip quest
