cancel magic in pvp/red chars

Id just like to point out that you can't use the cancel magic line of spells in PVP. I play a red char, but other red players are protected from the spell. i feel that it's an important part of my aresnal to have a dispell avaliable. I dont know if this is intentional, but it would be nice to have
