Can not see other people's spell effects

I have all of my options set correctly, but still can not see other people's spell effects. I found another thread that seemed to have a fix, but the link to the files was dead. Does anyone know a fix for this problem?
I realize I don't even see the animation for casting, like the hand movement. Everyone just stands there.

Well, when I try to chang the options to "all spells" a drop down menu appears and when I select "All spells" it highlights in red. However, the box still appears to be blank afterwards and the next time I log on nothing is selected. Can anyone copy for me their ini file, perhaps i can copy that? I dunno.
 
Make sure the Opacity is not 0%, also make sure to set the spell particle density to low - high. If it's off spell won't appear.

Opacity is set to 100%. Particle Density is set to high on both spell and environment.


Found a fix! Had to type /filter pcspells and /filter NPCspells
