I'm supposed to enslave four citizens by hitting them over the head with the conking mallet, and then right clicking the "enslave citizen" item.

I've enslaved the first three, from Newport, Oggok, and Halas (in that order), but now cannot enslave the Underhill citizen. Every time I get the weapon to proc, putting them into a daze, and I attempt to enslave them... the effect starts going off, but stops short of teleporting them.

Seeker Prapit doesn't register the enslavement, so I am stuck until this bug is resolved. Any ideas?

Problem Solved! Although the citizen never actually teleported, the flag was marked as completed. Once I handed in the items I had been loaned by the NPC, I received my reward!
