They drop, you just have horrid luck. And farming anything in East Wastes sucks, as Otcho said.
Just keep at it, the item is worth the work.

I learned when farming for a particular monster in EW (and I found manticore hearts doing so) just about every other animal is a Place Holder for another. So kill everything and you will get your drop eventually, though it is rare.
