Brilliance/KEI

These dont stack, they are both lvl 60 spells. Not sure what brilliance actually does....sorry, but I know they dont stack, even though they are the same level spell? If there is a reasonable difference between the two to prevent stacking, can you enlighten me please? Thanks.
 
Brilliance is included in KEI I think, just like Aego is clerics AC + HP/AC + Symbol buffs in one..

I think Brilliance stacks with necros self only mana regeneration thing so is nice for them tho if they dont like KEI..
 
I thought that necro line stacked with KEI line on WR? Maybe im wrong but ive never been asked to cast brilliance on anyone, never found a use for it really. If it was turned into a single target kei...wow, that would rock :D
