Bloggo's Shield quest

I am trying to find the NPC named Smith Glurb in Oggok to do the Bloggo's Shield quest and I cannot find him anywhere. I have looked at both day and night time.

I am guessing there is some bug that causes the NPC to not spawn correctly.

Well, I went to Oggok just now and was able to find him right off. I am going to camp out next to his spawn and check again in the morning. I could not see anything fishy offhand, though.
