Blind in PVP

Currently Root, Fear, Mez and Stun all have recasts in PVP, moments when the target is immune to them to prevent constant casting of them. Blind does not share this recast, which is totally dumb. Its just as debilitating as Root and needs a recast period.

Bard mez is under the same recast as other classes, as well as snare, but has a significantly less duration. This makes using them in pvp pretty worthless
