Blackscale faction terrifically hard to raise?

I am an iksar monk. I have been trying to raise my blackscale faction (indifferent), as Master Kythla, in Grobb, appears to offer a quest but only if you have better faction.

I know of two quests to raise Blackscale faction. The first is giving 4 Dawn Tribe headbands to Master Hyslath. I have only done this twice, so I am not at all surprised that my faction did not change afterwards.

The other quest is the Amulet of Blackscale Service. I did this last night, and each turn in raises faction with the Wardens of Grobb, Citizens of Grobb, and the Blackscale Order. I am now Kindly with the wardens, and Warmly with the citizens. However, I am still indifferent with the monks. I am warmly with the four disciples that offer the newbie 'elements' quest, so I believe they are on citizen faction.

I am curious concerning why Blackscale faction is so hard to raise. I understand that I only did the headband quest twice, but it is strange that after being awarded an Amulet of Blackscale Service that my faction would not have at least been raised to amiable.

in regard to the Amulet of Blackscale service quest:

Being a troll shaman I started as apprehensive to the quest givers, I was able to complete all parts of the quest with exception of the final turn in.
It seems a little off to me that killing all those people for the Blackscale results in my being KOS in numerous areas but doesn't raise Blackscale faction at all.

This seems to be fairly unbalanced as I now have all four pieces required for the final turn in but cannot complete the quest.

It would make sense if the faction raised at least enough via the quest to allow for the completion.

I've tried killing orcs to get the headbands, but these seem to be fairly rare drops and the turn in results in a nominal faction boost, if any at all.
 
I've noticed the same thing about the faction, and I haven't been able to move mine at all. I've done the amulet quest also, except i started out at dubious. After turning in the four quest items and 50+ darksun headbands (I think im at 51), im still dubious, and I can't get the final turn in like you said Reee. So really I dunno what it takes to get it to change, but it does seem pretty hard to raise. I'll post more when/if I ever get it to where i can complete the turn in.
 
I am having trouble completing this quest also. Coordinator Malika cons indifferent to me and she won't accept the four bounties when I turn them in to her. I assume that I need to be ally to her (which would explain my issue with the quest), however, when I turned in my last head (Gorun) I got a message that my faction with Order of the Blackscale could not get any better - that would indicate that my faction is max ally.

Is there something that I'm missing?

I believe Indifference is the faction required to get the amulet. When I gave her the four bounties, she just handed them back to me. After she gave them back to me, however, I hailed her, and she gave me the amulet.
