Black Sashes?

Just wondering if the guard you hand Black Sashes to is still in game? I have been giving two names of guards... Elron and Emorm... also been told the guard in front of Erudin. Tried the guard in front of Erudin and he hands them back. As for the two names I was told I have tracked inside and outside of the city and havent found anyone even close to those names.

Have a bag of sashes that I dont want to delete if I can actually still do the quest.
