What do bard modifications enhance and which are static? Wondering if there are any cases in a raid or group that I might want to switch to a drum/ect for enhanced mods.

Sadly it's never really worth swapping an instrument in unless you need to do damage at a range/ situation where you can't melee or you have a high enough perc mod and a low enough singing mod that one of the tri-rhythms would far surpass your Pot4.

If I'm trying to help my Shaman land slow should I use "occlusion of sound" of relic chant? Does relic chant MR debuff get modified by my percussion mod?

Relic chant lowers the mobs MR by a ridiculous amount on most mobs, you basically want to use it on every mob for that reason.
