Bard Instrument Mods, Do they Stack?

Does any one know if the "All Instrument" mods on items like Sash of the Bard, or Melodic Gem will stack with mods from Instruments them selves?

They don't

If you have a .5 Brass mod and a .3 All mod. You will get the higher mod
