Backtrack on MQ Sub-quests or side Quests ?

I think my question is pretty simple. Can you work on a side quest, or optional sub-quests, from previous parts of the MQ? I remember I never started, say part 3, of the MQ until I finished the side quest for part 2. Was that really necessary? Could one start on the side quest to part 3 after completeling part 5? I never wanted to risk it.

The reason I am asking is that my Rog is starting part 4, and has the parts for 5, and would like to quickly finish part 5. However, I would like to do all the additional optional sub-quests in part 4 (you only need to do 2/5 to continue) after he completes part 5.

I'm not sure about after part V, but you can at least still do quests for the Seekers after you've finished part IV.
