IMO for a raid drop the ratio of this weapon is too low. Human fist is 13/18 at 65 the stats arent too hot and proc gets resisted quiet often.
 
Where does this item drop? from what mob?

The proc looks to be cold-based, have you made sure to try it on a variety of mobs? You might also want to list your charisma if you think the proc is being resisted too much.
 
It drops from Skywatchers. It's basically identicle to the Cillzaia weapon, just different stats, CR instead of FR, and a cold proc instead of fire. I agree that it should be a little better considering Skywatchers are much deeper in and harder than Cillzaia, not to mention they seem fairly rare compared to the Cillzaia fist.
