Awhile ago I remeber kazimir tried to switch factions after having his ally aug from going ally giants. IIRC he was unable to switch, as you can't do both the quests. My question is, if I achieve ally with one faction and *don't* turn in the head for the aug (even though I may have one) would I be able to switch factions still and get the other aug?

Yeppers, I tend to recommend it early on for casters (for the purposes of acquiring the rod of living fire), and generally tend to recommend bouncing between and being ally to none until one is far out of that tier.
