Arennes Galvennir Rogue pick pocket quest

Anyone know if this quest has level cap? I am currently 57 and 100 pick pocket skill and when I pick his pockets I get the message that he had nothing to steal. The guy in the Rogue's guild is still asking for the item and I would really like the gloves =)

Yep, at the bar by the docks.

Try a few more nights robbing him at the bar, just to make sure someone didn't get there before you did.
