I've seen this quest through a few friends, I was just curious who starts the quest? Also, I remember finding a site for quests but am unable to find it again, any link would be much appreciated

Some NPC in teh caster guild at newport, forgot the name but shouldnt be hard to find if you hail them, he's in the room to the left as you go in the building. as for stats i think its 4 cha 4 int 20 mana, forgot the ratio

he also requires like 15 gold or something before you start it.
