Application error

I installed Titan and downloaded the Sodbin/sodpatcher... unziped and extracted to the Eq folder. when i click on the patcher i get this msg. The Application failed to initialize properly(0xc0000135). It may be something small but i cant seem to get it to run.

You might want to read the Starting Guide to make sure you are not missing anything else which may cause problems later.
