An idea for fear.

I don't know if this would even be possible, but how about making fear a root+ fleeing effect. The mob rurns around and tries to run but since he is firmly rooted he can't. Also make it so he can be attacked and the root/flee effect doesn't drop. In this case fear is not so much a cause the mob to panic and run away but totally terrify it into innaction. Possibly giveing the effect a shorter duration then MEZ to ballance it.
 
You could implement that as an extreme slow (as in drowsy) spell, but it would make it WAY too overpowered. In EQ Live, fear might send the mob running past his friends and then you'd be in a heap of trouble. So, you could snare to mitigate that, but if you rooted, the mob knew it was trapped and would turn to fight. This made fear semi-dangreous, but still useful.

In fact, it made it too useful. I assume that's why wiz took it out of so many zones, to keep people from essentially powerleveling themselves.

Implementing a "make-the-mob-stand-there-and-take-it" spell would not be a good idea.

Perhaps you could make it where a feared mob had an increased add radius. Conceptually, you fear a mob, it screams while it's running away and that attracts more mobs. But if you did that, people would find a pathing trick to go back to fear kiting like they did live.

Hm... perhaps we could try this:

Make it so that the target feared creature (or PC) has a chance of 'cowering in fear', during which he cannot attack for that current round or the following round, and takes extra damage from attacks / spells. He still stands and fights, though, and if he passes the 'fear' roll, he attacks / casts like normal. This isn't too overpowering, as the mob still has a chance of fighting back, but it does give the effect of said mob being afraid, as he has a chance of cowering while the fear effect is active.
 
Can't find the thread but its been said fear won't be altered or changed.
Until the pathing issue is fixed, its just a wasted spell slot.

I like that idea. Maybe with a small chance that the feared mob will do extra damage to you for a round ?
