Adept Engage Levels

Could anyone confirm the level you have to be to successfully hit or land a spell on an adept?

It seems to be 3 levels below for melee is the lowest and 2 levels below for casters but I don't know for sure.

Also does landing spells have to do with your spell level rather than your character's level?
 
The mob must be a red con before you can engage. The exception being Rabb the Rat. His max engage is level 1.
 
What I mean is what is the lowest level you can be. Like on a max engage 36 adept you need to be at least 33 to be able to melee him.
 
It doesn't work like that. It's not like a red mob is always 3 levels higher than you. The range gets much higher as you level.

Yellow is always 1-2 levels.
Red is always 3+ levels.
White is always same level.
Blue, Lightblue and green varies a bit.

Yes it appears that to land a melee hit on an adept you have to be within 3 levels of engage.
Also it appears that to land a spell dd on an adept you have to be within 2 levels of engage, not for debuffs though (?).
Or we have been particularly unlucky :)
That means for a 39 Adept with engage of 36.
Melees between 33 and 36 to land a hit.
Casters between 34 and 36 to Nuke.
Hope this helps but it is my observations so far on 3 different ones.
 
This may be a stupid question then, but if an adept mob cons red, how are we to know what level limitations we should impose on the group to tackle it?
