Add HP to The Lightning Primer?

I'm wondering if Devs would consider adding some hp to The Lightning Primer?

This is a tier 13 item with no particularly unusual attributes to justify the lack of hp.

Everything else about the item seems good, it could be a good alternative for a magic focus, or to get some extra evocation, but gaining no hit points from primary+secondary is a pretty massive stat loss, and there is just nothing about the item that makes it worthwhile considering that loss.

I've seen a few of these drop, and never did anyone want to use it full time. Even the clicky is of questionable usefulness, being a 300 damage pbae with a 5 second cast. At this tier, the only theoretical use for that would be a PBAE exp group

Average hp/mana for these slots at this tier seems to be about 500hp and 550mana. I think if it were bumped up to 400 or 450 hp (since its mana is above average) this would be a good item, and would get used depending on what focus/stats people need. The way it is now, its hard to see any raid force capable of doing the encounter actually putting the item to use.

I would really like to see the clicky made more useful as well. Either significantly increase the dmg to ~1200 raw or reduce the cast to somewhere in the 1-2s range.

I am not sure I would qualify these mobs as tier 13 anymore after they were nerfed a good bit ago.

Ah, I know you said they weren't intended to be so hard but I don't think I did them after they got easier.

Either way, I think my point still applies. T10-12 primary/secondary items still have like 450hp/550mana. Even if it was just bumped up to 350hp, or 425hp/550mana, that would make it a viable alternative if you need the focus/evocation. With zero hp, and only slightly over average mana, it is really hard to justify using.
