AA questions

I'm having trouble deciding on what to take next for Kemper. I think I'd like to be better informed on the next few choices.

1) Does Quick Damage work properly? I bought rank 1 and it hasn't changed the casting time on the spell info window (like casting speed increment items do) for Frostflame (6.5 second cast time)

2) What does Spell Casting Subtlety do exactly? Does it reduce aggro only on casting, or does it even reduce aggro from the spell effect once it has been cast?

AA question, different character.

If I artificially increase the duration of a spell through duration increment and spell casting reinforcement to more than 20 mins, could that spell then be perma'ed? Grace of the Beast's duration is 14.9 mins, I could get it above 20 mins with AAs and stuff. So, will it work?

No, perma looks at the spells base longevity.

And Spell Casting Subtlness reduces aggro from nuking/healing/buffing etc.

Would it be possible to change Frostflame so that it can be recognized as a damage spell for quick damage? It seems like an oversight.
