75% caster haste item

I was recently told that 'quickstream', a named mob in remnants has a chance of dropping a 75% caster haste item, and that it's being nerfed(or has been nerfed) so that only those who already have this item will be able to have the 75% haste. It seems extremely far fetched, but is any of this true? (or perhaps its some very short duration clicky haste) Thanks for any answers.
 
1) It doesn't speed up spell casting, just melee
2) I don't know if its gonna be nerfed
3) I can't think of any item we've nerfed that has a 'pre-nerf' version in existence. Broken is broken, and all instances should be fixed.
 
what he means to say is that after the people that have it abuse it enough and others get close to getting it or do get it, THEN it will be nerfed to shit.
 
Obviously wwEci has such decidedly high levels of respect and admiration for our dev team, he expects omniscience and perfection before testing.

I'm not sure he was being hostile. This is sop even for items in commercial games. I don't know if anyone remembers the rogue gloves with the complete heal proc on live. You can imagine the outcome.

I can't remember if those were bugged to begin with or not.
 
And Live has a test server, large beta team and a huge staff.

We look stuff over as we can but at the end of the day we test on the fly. No other way to do it.
 
I really don't claim to know much about the direction the developers want to take the game or whatever, but I've seen the item you're talking about in action already. It's not really nerf worthy in my opinion. The guy is T10 and it allows him to do maybe 200 - 250 melee dps in an experience group, while healing, thus making his dps loss from healing smaller. This of course is with gear swaps for the purpose of melee and having maxed crit%, which isn't applicable in a raid where it would really count, because he loses healing power and mana which is needed.

Seems to me like just a fun item for casters to play around with and do some melee damage. Something like this would help enchanters for instance, they pretty much don't do anything in an xp group but GoG and the occasional mez because there isn't really a need for them to do it most of the time. They have a very low dps output and can use an item like this to do some melee in between GoG casts, making them more valuable to a group. Nothing really game breaking about that in my eyes.
 
Honestly I don't think it should be. Casters get pretty much 0 use out of it because they are incapable of actually hitting things. Priests get a decent amount, and I liked it as a swap in, but you do end up losing a shitton of mana and other things on what is a really good slot.
