2 Characters and Account restrictions

Is it possible to update the general rules (and possibly the beginner's guide) with the information that it is permissible to run 2 characters at the same time but that they must be on separate accounts? I am aware that the information is posted here on the forum but I understand that it is buried pretty deeply in the Account Move topic - not a topic that new players check very throughly.

There continues to be many arguments and debates in Dalaya's Beginners and OOC regarding this subject.

I agree this needs to be added somewhere more visible. I've had to clarify a few times via petition or for /ooc debates regarding the subject.
