Iced Glazed Robe

I recently picked up this item from a pick up raid and put it on a monk. (Is it Glazed with Ice, or is it Iced and Glazed with something else?)

The stats are:

According to parsers, the effect Cold Aura should have a damage shield effect of 15 points. The issue? The damage shield does not work. I have tried many different things to try and get it to function. Each time it appears that it does nothing. I'll aggro an NPC with no other DS on and it will stay at 100% health, with my back to it and attack off. I even dueled myself and watched the attackers hp as it attacked the monk wearing the robe, no hp loss at all.

Tests were performed with standard buffs (Aegolism, Focus, etc) as well as buffless, though I don't see any stacking issues in the parser, so I can only assume that the effect isn't working properly.

Could a dev take a look at this when possible please? Who knows how long this has been non-functional.

DS may not work as a worn effect (guessing) and it may need to be changed to either a click buff, proc buff, or changed altogether, since the only benefit of Cold Aura is a DS.
 
Was hoping the intention of the item was to give an item worn damage shield, but I suppose anything is better than "broken"
 
You could change the effect to a clicky, and make Cold Aura use the same spell slot that druid self DS uses, so itll stack with most DS. Only problem would probably be that its intended to be worn, not just an equip and click item, unbalancing it =(
